You can drive at 15 in NZ, just buy a POS car for $500. You don't have to get insurance either, but it's cheap, so probably worth doing.
When are you going?
If you want real good waves, but not such good weather, go for the university of Otago, on the South Island, in Dunedin. It gets really harsh in the NZ winter there, May - Oct, but on the good side, it's pretty close to Queenstown and Wanaka for some snow.
Wellington has great waves quite near, over the hill in the Wairarapa. Then there's Mahia, Gisborne, and Taranaki all within a few hours drive, they all go off, but you could also get to those easily enough from Auckland.
Auckland is a much bigger city, lots of surfing options, nicer weather, but more crowded.
If it was my choice, I'd go to Dunedin and take some warm clothes. Pumping waves, incredible scenery, chilled out, low crowds etc etc, and a really good uni.
