NG, although I haven't been there, Morocco is a good choice. Try somewhere with a surf camp for maybe a week or a few days anyway, then you can rent a board and head out on your own.

The Dalmation coast south of Split can produce surf on its day but you really need a lucky streak. the closer you get to Greece the more chance there is of Mediterranean swell penetrating the Adriatic. The Black Sea might get some swell and wakes from the Russian navy going past.

Crete, Malta, Sardinia and Sicily can get waves.
More likely is to head further west to Portugal, Spain and France or Morocco. Real surf there!

What about Wave Garden in the U.K. ? You could rent out the place. It will be safer than the ocean. You can adjust the power to your skill level.
