Surf Trip in Nov & Dec

I'm planning to go on a surf trip for Nov & Dec this year.
Where's the best place to go for consistant swell and cheap living, i'm thinking about Peru and Equador? Is that a good time of year for those places?
Any advice would be appreciated. Thanks.
