Hey, i live in Tokyo as well there is an indoor surf place in Yokohama but it's only for Boogy Boards!

not 100%, but i think there's an indoor wave at osaka...why bother with chlorine? there's great outdoor spots outside of town: chiba, sagami bay, izu peninsula, NIIJIMA!
