Pacasmayo is a really cool little town in Peru. There are also a lot of good waves and wind, which makes these beaches one of the most popular in Peru for surfers.

I would also highly recommend a really cool surf hotel in the area called "El Mirador". Amazing hangout spot and cool vibes check it out on tripadvisor.
