You're going in a bit of a cross over period, between the two dominant Monsoon season, which in turn have dominant wind directions. Up until April, you can't really go wrong with Hikkaduwa. Good place to stay, waves right on your door step, cheap accommodation, surf rentals and schools etc. Crowds might be a factor though as its hardly a secret, and the waves are reefs. Anywhere along the southwest coast will be on as the trade winds from the Northern Monsoon blow offshore between Dec-Mar, and its cheap as chips to get a tuk-tuk or taxi. From May to Sept Arugam Bay on the East coast baths in offshores. So, as I say, April is a bit of a grey area. You might strike it lucky, but you might be blighted with persistent onshores.
