- does a fish maneveur like a shortboard and how would u surf with it?

Fish's turn by rolling from rail to rail. They are also a bit "wobbly'er" than a shortboard.

As for maneovers..Not the same but similar.

its more like a longboard because its got thick rails

but will u be able to maneuver cus i know people that ride longboards and they have lots of trouble turning, i just want to know if i can pull of cutbacks and so forth.

Not necessarily! They come in all different shapes and sizes, some with thick rail bands and others with thin rail bands.
Lowrider are you refering to retro or modern fishes and both types are good for cutbacks and turning although the modern fishes surf more like shortboards than the retro ones and i've yet to come across a slow fish.
