You definitely need to repair them. It does look UP. If so, use solarez. But double check whether it is UP and not epoxy.

He means PU spell check stuffed that up.
Simply polyurethane not expanded polystyrene

Normal solar res will dissolve polystyrene .
They definitely need fixing , Clean and sand not the rings and for a small edge around them, fill the holes with the mix with the fibre in it . Do it in the shade , then head to the sun.
Just check the board it looks PU!

The PU has a wooden stringer that is visible through fiber glass. Epoxy may also have a line in the middle but it is painted.
Other things are tricky because there numerous variations of boards. And both PU and epoxy are covered by fiber glass.

The best way is to ask at a surf shop (they will advise on the repairs as well). You may also ask the former owner.

Epoxy is not transparent enough. At least from my experience

You are thinking of epoxy with pigment, plain epoxy resin is fairly clear

Epoxy resin can be used on any foam , EPS or PU it is the foam that presents the risk of dissolving.
The EPS boards have mostly been vacuum bagged and have a number of layers, PU is usually just glass on the foam.

Epoxy resin is a more difficult glassing medium so most factories go polyester resins.

No, that is NOT true of all epoxy boards. Molded Epoxy boards ( or what some people call Pop-Outs ) like Surftech, Torq, BIc, NSP etc. are mostly built that way. However I have a molded epoxy board that you can "see" the blank.
As Jaffa stated you can glass a PU ( polyurethane ) blank with PE ( polyethylene ) resin. You can also glass a PU blank with Epoxy resin. However, a EPS ( expanded polystyrene ) blank needs to be glassed with epoxy resin.
But if you EPS board has a GLOSS COAT, it may be a PE resin on top of the hardened Epoxy layer, since epoxy doesn't polish up easily
