Rash of bubbles under paint coat

I pulled my old epoxy resin board out of the board bag and found a rash of bubbles all along the rail it had been standing on for the last few years. How serious is this? The bubbles are just under the paint and haven't penetrated the core. But squeeze the bubbles and water oozes out. Popping them all would be a nightmare as there are hundreds of tiny little bubbles and it would look arguably worse with the white core showing through. Any suggestions?

If it's not penetrating the resin than I think it's just an aesthetical issue. I would just leave it there. If it matters too much for you to make the board look good you could sand down the bubbles and start the paint job from scratch.

You should wait for a second opinion though, but I don't think it's serious.

Painted boards are not something I am familar with but it would be worrisome to me. My suspicion would be you had a leak and the foam absorbed water then you painted over it and just so happens you stored the board with the side with the leak in it down so the water ran out through the hole and under the paint bubbling it up. But really I am not familiar with painted boards. Hopefully someone here is.
So what is worse.... dying or regretting it for the rest of my life? Obviously I chose not regretting it.

Not sure it is paint now. It's an epoxy resin board with a glossy blue finishing coat that I presumed was a paint job but now not sure. Anyway this blue top finish has been chipped over the years revealing a pure white inner, (and where the chips are deeper a more translucent inner core which I have sealed up with epoxy resin glue.) SEE ATTACHMENT. I am wondering whether this blue finish is purely cosmetic as it is this layer that has bubbled up under storage.

No, it's just a big standard epoxy resin board that I bought new from Tiki in Devon years ago. It has a glossy blue finish which is quite thin (see chip on previous attachment) but the blue coat is now bubbling up exactly on the rail it was standing on in storage for the last few years. I'm guessing that it absorbed some standing water from the board bag that it was in. Anyway, I just wanted advice on whether this blue finish was just a cosmetic feature that I didn't need to worry too much about. It's had chips for years with no problems. It's only when the chips were deep enough to penetrate the White board below the blue finish to reveal the translucent layer within that I've repaired it with epoxy resin. I'd also like to know what this blue finish is?

I've just ordered a torq mod fun and it came chipped from transit so sending it back. The torqs are made by tiki I believe and according to their jargon that outside layer is a 'shield skin' I noticed under it where the crack was there appeared to be a white layer not unlike plaster for all intents and purposes, I'm assuming that the epoxy layer is held sealed in this white layer but I don't know quite how absirbant the white stuff is, it could be, hence the shield coat. I'm gonna go ahead and make a big fat guess here (I don't really know) seeing as you can see the epoxy (not quite white bit) I'd guess you've got water in the epoxy layer and it's soaked it up, leaving the board on it's side for a few years has led to gravity pulling it down from the board to that rail where it's got trapped under the shield skin and bubbled and blistered.

Interesting. I would like to know what the white layer is :) It seems like this board has 2 layers over the glass, not sure but looks like it. Is this a soft surface board? I guess there is a water leak somewhere. Water is getting in and staying there for years which means it's sealed in. If it has a soft outer surface it could be the leak is just into the soft outer portion.
