Hey i was just wondering if its possible to cut the legs off of an old wetsuit and use it as a long-sleeve springsuit? I was thinking about trying it with my old billabong solution because the stitching is messed up by the ankles and just curious if anyone has tried it before, id love to se how it turned out.

Yes. It can be done several ways.
1) simply cut with very sharp shears (sewn seams won't last long; see below for better option)
2) simply cut with very sharp shears and apply wetsuit cement to seam areas to keep stitches from unraveling -- you can also do a little bit of sewing by hand
3) send suit to wetsuit repair shop so they can cut the arms and/or legs and reinforce the stitching with sewing machine so seams won't unravel (best option and should not cost more than $40US)

So if my seams are glued do I not need to put the wetsuit cement on the seam areas, or should i do it anyways just for good measure?

I would. I'd also stitch the end of the seam by setting the stitches perpindicular to the seam length. Otherwise, the stretching is going to unravel the seam.
