Can a board that is marked as 'Ex-Display' and has no gel coat and unsuitable for water, be made wave ready?

Hot coat isn't necessary, it is just to give the board a smooth and sandable finish. As long as the board has no holes from fittings etc it would be fine to surf. You could DIY hot coat but you would need an electric sander and lots of patience.

Oh, never heard of it referred to as that. And if glossy is what you're looking for there's not really a point, it just makes it shiny.
