Best fins for small choppy waves

Where i surf, we don't get ground swells so we need a lot of wind to get midhigh or even kneehigh waves... i'm surfing a 6'2 thruster with a pretty flat rocker. I'm 5'7, 123 lbs and new to shortboard.
